摘要:
提升全民数字素养与技能,是顺应数字时代要求、助力全民终身学习型社会建设的重要任务,是实现从网络大国迈向网络强国的必由之路。立足国际视野与本土国情,围绕增强公民数字素养与技能的目标开展理论与实践探索。国家开放大学遵循“动态优化、方向引领、操作可行”的原则,与国家资历框架相贯通的定位设计了全民数字素养与技能框架。框架横向分为信息和数据素养域、交流与协作域、数字内容创作域、安全域和问题解决域五个领域,纵向包含六个等级。依据构建的数字素养与技能框架,探索了数字化学习成果认证、积累与转换等实践。

Abstract:
Improving the digital literacy and skills of the whole people is an important task to comply with the requirements of the digital age and help build a lifelong learning society for the whole people, and it is the only way to realize the transformation from a big network country to a strong network country. Based on the international perspective and local national conditions, the theoretical and practical exploration is carried out around the goal of enhancing the digital literacy and skills of citizens. The National Open University follows the principle of “dynamic optimization, direction guidance, and operation feasibility”, and designs the national digital literacy and skills framework which is connected with the national qualification framework. The framework is horizontally divided into five areas: information and data literacy, communication and collaboration, digital content creation, security and problem solving, and vertically contains six levels. Based on the constructed digital literacy and skills framework, the practice of digital learning achievement certification, accumulation and transformation is explored.
