职业教育和继续教育融合发展路径分析

职业教育与继续教育是服务全民终身学习的关键组成部分,在构建灵活开放的终身教育体系中发挥着至关重要的作用。两者的融合发展对促进人的全面发展、构建终身学习型社会具有重要意义。目前,我国职业教育与继续教育在融合发展过程中还存在一些问题,如社会认可度较低、统筹协调发展的政策机制尚不完善、资源整合难度较大、教师素质能力不适应、办学标准和办学评估机制不健全、融通衔接桥梁不畅通等。针对这些问题从六个方面提出融合发展路径,包括重建社会信任,提升社会认可度;加强政策引导,完善协调发展机制;教学资源共建共享,人才培养融合共建;职继师资共建共享,校企师资互聘互培;建设互认标准体系,共建质量评估共同体;建立学习者终身学习档案,搭建终身学习“立交桥”。以期为两类教育的融合发展提供参考。
Analysis of the Integration Development Path of Vocational Education and Continuing Education

Abstract:
Vocational education and continuing education are key components of serving lifelong learning for all, which plays a crucial role in building a flexible and open lifelong education system. The integration and development of the two is of great significance for promoting comprehensive human development and building a lifelong learning society. At present, there are still some problems in the integration and development of vocational education and continuing education in China,such as low social recognition; the policy mechanism for coordinated development is not yet perfect; the resource integration is difficult; inadequate teacher quality and ability; the standards and evaluation mechanism of running a school are not perfect; and the bridge of integration is not smooth. A path for integrated development has been proposed from six aspects to address these issues, including rebuilding social trust and enhancing social recognition; strengthen policy guidance and improve the mechanism for coordinated development; co-construction and sharing of teaching resources, integration and co-construction of talent cultivation; joint construction and sharing of vocational and continuing education teachers, and mutual recruitment and training of teachers between schools and enterprises; building a mutual recognition standard system and building a quality evaluation community; establishing lifelong learning files for learners and building an “overpass” for lifelong learning, in order to provide reference for the integration and development of the two types of education.
