省域开放大学进一步全面深化改革路径探析

当前，高质量发展已经成为国家发展战略的统领性要求，建设高质量教育体系是构建高质量发展体系的基础性、支撑性力量。开放大学作为服务全民终身学习的主要力量，其改革发展也必须以高质量发展为目标来深化和推进。省域开放大学作为开放大学庞大办学体系中的重要中枢，在推进体系可持续高质量发展中起着举足轻重的作用。面对全省体系一体化办学中存在的突出问题，必须以进一步全面深化改革来解决和突破。通过明确开放大学进一步全面深化改革的时代要求，总结开放大学45年的办学经验，深入分析省域开放大学一体化办学中存在的突出问题，提出进一步全面深化改革的实施路径，以省域开放大学的高质量发展推进全体系服务全民终身学习职责使命的有效落实。
Exploration of the Further Comprehensive Deepening Reform Path for Provincial Open Universities

Abstract:
Currently, high-quality development has emerged as the overarching requirement of national development strategies, and the construction of a high-quality education system forms the foundational and supporting pillar for establishing a high-quality development system. As a major force dedicated to serving lifelong learning for all, the reform and development of open universities must also be deepened and advanced with high-quality development as the objective. Provincial open universities, as pivotal nodes within the extensive educational system of open universities, play a critical role in promoting sustainable and high-quality development of the system. Facing the outstanding problems existing in the system integration of running schools in the whole province, further comprehensive reform must be implemented to solve and break through. By clarifying the requirements of the times for the open university to further deepen the reform in an all-round way, the study summarizes the 45-year experience of the open university, deeply analyzes the outstanding problems existing in the integrated running of provincial open universities and puts forward the implementation path of further deepening the reform in an all-round way, so as to promote the effective implementation of the responsibility and mission of serving the whole people for lifelong learning with the high-quality development of provincial open universities.
