生态文明视域下京津冀生态补偿法治化路径

摘要：
生态补偿制度是推进“生态文明”实践的抓手，生态补偿机制的运行离不开法律体系的有力支撑。京津冀协同发展上升为国家战略，河北迎来了极其重要的战略机遇期。然而生态环境是制约京津冀区域协同与均衡发展的重要因素之一，为此应当加速京津冀生态补偿机制的法治化进程，健全京津冀生态补偿配套制度，规范具体程序，增强管理监督机制的可操作性，实现京津冀区域生态共享、经济互补和可持续发展。
Legalization of Interregional Ecological Compensation in Beijing, Tianjin and Hebei from the Perspective of Ecological Civilization

Abstract:
The ecological compensation system is the starting point to promote the practice of “ecological civilization”, and the operation of the ecological compensation mechanism cannot be separated from the strong support of the legal system. The coordinated development of Beijing-Tianjin-Hebei has become a national strategy, and Hebei has ushered in an extremely important period of strategic opportunities. However, the ecological environment is one of the important factors restricting the coordinated and balanced development of Beijing-Tianjin-Hebei region. Therefore, we should speed up the legalization process of the ecological compensation mechanism in Beijing-Tianjin-Hebei, improve the supporting system of ecological compensation in Beijing-Tianjin-Hebei, standardize the specific procedures, enhance the operability of the management and supervision mechanism, and realize the ecological sharing, economic complementation and sustainable development in Beijing-Tianjin-Hebei region.
