河北省老年教育发展现状、问题及优化策略

在人口老龄化持续深化的背景下，老年教育成为积极应对老龄化的关键路径。基于终身教育理论框架与新公共服务理论，以河北省老年教育为研究对象，系统分析河北省老年教育体系的建构特征与运行机制。研究发现，河北省已形成老年教育五级办学网络，但存在政策执行与保障机制不完善、参与率与资源分配失衡、课程体系与师资队伍建设不完善等结构性问题。据此提出完善资源整合机制、完善课程体系和师资队伍建设、构建数字赋能老年教育的生态系统等创新路径，为区域老年教育治理提供理论参照与实践范式。
The Present Situation, Problems and Optimization Strategies of Elderly Education in Hebei Province

Abstract:
Under the background of the continuous deepening of population aging, education for the elderly has become the key path to actively deal with aging. Based on the theoretical framework of lifelong education and the new public service theory, the study takes the elderly education in Hebei Province as the research object, and systematically analyzes the construction characteristics and operation mechanism of the elderly education system in Hebei Province. It is found that Hebei Province has formed a five-level network for running schools for the elderly, but there are structural problems such as imperfect policy implementation and guarantee mechanism, unbalanced participation rate and resource allocation, and imperfect curriculum system and teaching staff construction. Based on this, the study puts forward some innovative paths, such as perfecting the resource integration mechanism, perfecting the curriculum system and the construction of teachers, and constructing the ecosystem of digital empowerment education for the elderly, which provides theoretical reference and practical paradigm for the governance of regional education for the elderly.
