省域开放大学体系激励相容机制优化策略

摘要：
在招生规模处于高位的情况下，在向以质图强的办学目标转型发展过程中，如何保证教学质量，提升办学水平，将具有中国特色的大规模成人教育——开放教育办成人民满意的教育，是整个开放大学体系面临的一项重要命题。运用经济学领域的机制设计理论和激励相容原理，坚持培育和维护学校系统、学生、社会的共同利益，是终身教育事业可持续发展的基础，设计具有激励相容特征的运行机制是保障各方共同利益的关键。秉持以人为本的教育理念、一体化办学共同体理念、开放办学理念、高质量发展理念，以激活个体动机为抓手，以保障整体利益为基准，以争取长期利益为归宿，运用“知识金豆”作为激励杠杆，构建教育高质量发展的动力系统，制定符合长期主义的发展策略，实现开放大学省域三级体系之间、各个办学要素之间的激励相容，促成体系凝聚力最大化、整体办学效益最优化、开放大学治理现代化。
Optimization Strategies for the Incentive Compatibility Mechanism of the Provincial Open University System

Abstract:
When the enrollment scale is at a high level, how to ensure the quality of teaching, improve the level of running schools, and make large-scale adult education with China characteristics a satisfactory education for the people is an important proposition facing the whole open university system. Applying the mechanism design theory and incentive compatibility principle in the field of economics, persisting in cultivating and maintaining the common interests of the school system, students and society is the basis for the sustainable development of lifelong education, and designing an operating mechanism with the characteristics of incentive compatibility is the key to safeguarding the common interests of all parties. Adhering to the people-oriented education concept, the integrated school-running community concept, the open school-running concept and the high-quality development concept, taking activating individual motivation as the starting point, taking safeguarding the overall interests as the benchmark, striving for long-term interests as the end result, and using the “golden bean of knowledge” as the incentive lever, we will build a power system for the high-quality development of education, formulate a development strategy that conforms to the long-term, realize the incentive compatibility among the three-level systems and various school-running elements of the open university, and promote the maximization of system cohesion, the optimization of overall school-running benefits, and the modernization of open university governance.
