河北省与京津联合建设世界级先进制造业集群策略

摘要：
集成电路、网络安全、生物医药、电力装备、安全应急装备等战略性新兴产业是京津冀地区联合打造先进制造业集群的重点领域。国内外在多个领域已经形成多个具有世界影响力的制造业集群，通过发展路径分析，总结出协同创新驱动、链主企业主导、第三方组织促进和跨区域协作推动等可借鉴的发展模式，为京津冀建设世界级先进制造业集群提供参考。京津冀区域在生物医药、电力装备、集成电路、网络安全、安全应急装备等五个产业领域，已初步形成产业布局，在产业链建设、优势产品等方面均具备一定的发展基础，但在发展为世界级集群的过程中仍存在一些制约因素。立足河北产业发展基础和定位，结合区域产业发展优势，提出河北省在各领域产业集群的发展思路以及具体的发展建议。
Strategy of Hebei Province and Beijing-Tianjin Joint Construction of World-class Advanced Manufacturing Cluster

Abstract:
Strategic emerging industries such as integrated circuits, network security, biomedicine, power equipment and safety emergency equipment are the key areas for the Beijing-Tianjin-Hebei region to jointly build advanced manufacturing clusters. Many manufacturing clusters with world influence have been formed in many fields at home and abroad. Through the analysis of the development path, the development models that can be used for reference, such as collaborative innovation drive, chain-owner enterprise leadership, third-party organization promotion and cross-regional cooperation promotion are summarized to provide reference for Beijing-Tianjin-Hebei to build a world-class advanced manufacturing cluster. The Beijing-Tianjin-Hebei region has initially formed an industrial layout in five industrial fields, such as biomedicine, power equipment, integrated circuits, network security and safety emergency equipment, and has a certain development foundation in terms of industrial chain construction and superior products. But there are still some constraints in the process of developing into a world-class cluster. Based on the foundation and orientation of Hebei’s industrial development, combined with the advantages of regional industrial development, the study puts forward the development ideas and specific development suggestions of Hebei’s industrial clusters in various fields.
