摘要：
大学科研文化建设对于提升高校科研创新能力具有重要作用，具体体现在有助于营造鼓励创新、包容失败的良好科研氛围，适应高质量内涵式发展的创新需求，培育高水平科研创新人才等方面。大学科研文化建设需从科研精神培育、科研制度建设、物质环境建设、科研行为引导、组织领导建设等多个层面开展，并且以尊重科研规律、坚持学术自由、以人为本、校本特色、“硬件”“软件”建设相协调为建设原则。
The Role, Logical Framework and Basic Principles of University Scientific Research Culture Construction

Abstract:
The construction of scientific research culture plays an important role in improving the scientific research innovation ability of universities, which is embodied in helping to create a good scientific research atmosphere that encourages innovation and tolerates failure, adapting to the innovation demand of high-quality connotative development, and cultivating high-level scientific research innovation talents. The construction of university scientific research culture needs to be constructed from multiple aspects, including cultivating scientific research spirit, establishing scientific research system, building material environment, guiding scientific research behavior, and building organizational leadership. The construction principles should respect the laws of scientific research, adhere to academic freedom, people-oriented, school-based characteristics and coordinate the construction of “hardware” and “software”.
